Can an FHA loan be an investment property?

Alright so I'm a little confused. I've been talking to some lenders and I've brought up how I plan to use a FHA loan and house hack. Multiple people have told me that I can't think of it as an investment property if I want to do this. But obviously for me it's all about the investment. I see people on here who have used multiple FHA loans to get into their properties. They acquire the first FHA loan refinance and then when they are getting the next property they get another fha loan and repeat. They are all clearly looking at the properties as investments. So what's going on here?
