Vacant Property Value

Hi I am a new investor and I have met a few buyers that love vacant properties(there are a lot of them in my city). I am wanting to know how would you value vacant/abandoned properties? Would you go by the appraisal on the county's assessors site? Or since most vacant/abandoned look very distressed is there a way to assess it to make an offer to a seller? Thanks Eric
