What not to do in West End Historic District

I do a good amount of work in the West End and the Westview area.  We just had an investor purchase a property, dismantle a property to the point that there was only the outer frame, and was left out to the elements, with improper permits.  This is a HUGE NO NO anywhere, especially in an Historic District!  Investors, don't go into these situations alone.  Hire a knowledgeable agent that knows about the area, and can walk you through the process.  . It would save you from the attack the neighborhood will put on you. (Calling code violations on you, stop work orders, etc)
