Converting a Two-Family into a Single

I'm looking at a two family foreclosed house that just went on the market. I was thinking about converting it into a single family. Do I have to get the permission of the city to do this? Will it show up in the county auditor's records how many bedrooms/bathrooms it has after I converted the house?
