New Interchange - The affect on real estate?

I am looking at a off-market property that is in Walnut Hills, Cincinnati on the corner of Gilbert Ave. and William Howard Taft (if anyone is familiar with the area). It is not the greatest area in Cincinnati, however, they are in the process of putting in a new interchange. 

I was wondering if anyone has owned or purchased real estate near a highway and a new interchange was built? What was affect (positive or negative) on your investment?
