The Go Zone

I see investment companies pushing investments in The GO Zone (Gulf Opportunity Zone) in overseas markets and claiming the US government will give investors $38,000 just for buying a house.

The only thing I know about the GO Zone is that there are some income tax advantages (which aren't very valuable to overseas investors)

NO is a very long ways from where I live. Would someone on the NO area please explain what the big advantages are to the GO Zone, that make it such a great area to invest?
