When does the clock start ticking?

Hey everybody, had a question I think I know but wanted to be certain. Here it is: When you use the VA loan you must occupy a unit for one year (multifamily) If for whatever reason you can't move in, be it all units are full or you get orders somewhere, etc etc etc. Do you have to make up your year at a later date. A strange question I apologize but I had to ask. Thanks in advance for any feedback you give.
