Freeport/Northern IL Duplex Market Insight

I'm looking to purchase a 2-4 unit in northern Illinois, the Freeport area seems to have tons of affordable inventory. Obviously, rents are very cheap there, but it seems I can find MLS listings that match or come close to the 2% rule. Is the rental market just oversaturated, and you can't get tenants? Or are there any other nuances I should know.

Also, I have never used a property manager before, is it even feasible to get one for a 60K Duplex with $400-600 a month rent per unit? I literally know nothing on this subject so any input is appreciated. I live about an 1:30 from Freeport so I can self manage if needed.
