Shipping container investment

Good Morning,

I live in New York, I am looking to move out of state. I have maybe 3 or 4 states in mind, I am trying to see where I could move that would be the most cost efficient for me. I would like to maybe buy land in a upcoming area. I would like to build a 6 shipping container building/ home. I would like to know how I should start going about this.
