Seeking Advice: Investing in Tax Liens in NC - Selling Process and Q

Has anyone bought tax liens in NC, is it recommended? How long does one  have to wait in order to sell the tax certificate? Does one need to do a
quiet title before selling? In other words, once I win the tax deed  sale, I could sell it immediately, correct? Also, does one need to run
quiet title post closing as to try to sell it afterwards or no? Are bids online or in person?

Is it recommended to buy owner occupied or no?
