Rent Collection in Milwaukee Wi

Is there an issue collecting rents in Milwaukee Wi? I live in California and can't manage them myself. I have a couple of multifamily properties in Milwaukee, and I am not receiving consistent income. I will have one unit pay one month, and then the next, they don't pay. Then the other units will pay but not in full and so on. This has been happening all year. I'm still very new in my real estate endeavors, and I just don't know if my property manager is the issue or if it's the area. Any help or suggestions would be appreciated.

    The lower the rents go, the more the tenants need reminders to pay on time or at all. Your property manager needs to be a bit of a social worker at that level. I would ask them what their process is. With improvements to most management software, it should be fairly easy for them to automate this.
