How's Louisiana Market looking?

My wife and I are new to investing and want to purchase our first rental property. I received a call from a family friend and was offered to buy a property for 45k in Louisiana. Does anyone have a property in Louisiana? To be specific, the deal that was offered to us is in Baton Rouge, Louisiana. I would love some feedback. Thanks in advance.
