I Need Some Guidance!

I need guidance, I know this is waaay out of my league however, There is about 7 or 8 acres of land that’s been on the market for over a year where I live. There’s shopping centers, gas stations, and restaurants on the same road like literally 2 lights down.It is zoned commercial and it’s for sale for $400,000 I was wondering. If I’m able to contact the actual owner and get that price reduced, how would I go about building a few duplexes or maybe some apartment on that land? Would that be a good syndication project?
