Developing land and Entitlement

Landed in my lap for a friend. He has 40 acres of raw land and it’s in the zoning process. In order for me to wholesale this deal, one of my potential buyers asked if the land is buildable? So because of the property awaiting Entitlement, once it’s entitled, does that mean someone will build sewer, water etc...? Prime real estate. It’s 80 acres on 2 parcels 40 each out of the 5 parcels where this new building development community is being built. They are in phase 3 of 4 before they will start building. Thanks
