Contractors w/o a GC license, is this normal?

All,

I'm investing in a market outside of my own and have a couple of properties I need rehabbed.  I found a couple of contractors who came with very good references but after digging a bit, I find out neither of them has a GC license.  Both are working under someone else's GC license.  I'd love to hear from other investors if this is normal or if it's a huge red flag.  Would love to hear from GC's as well who do this type of work with those who don't have that license.
