POA owner passes away

I purchased a home and in the deed there is a poa. After talking with the neighbors, the owner passed away several years ago and no one has a clue what to do. The developer purchased a big lot, and there are 6 homes on the land. The land plat only shows 1 piece of land. Is there a way to divide the land up between homes? Also the maintenance of landscaping has been neglected as well. All the homes have the same street address, then they are all numbered to differentiate. Thanks!
