Thinking about buying just the land in PA Philadelphia area good or bad idea?

The adjacent property, is that privately or city owned? What makes you think the city will condemn/demo it? How would you acquire the property? What’s the zoning of that property that would allow 3-4 units?
And RSA-3 requires a large lot (by Philadelphia standards) as it is so it'd have to be 5k sq feet at least and have 50' of frontage to divide it up into at least two lots. Not a lot of those around. My guess is someone didn't do their homework...
