Splitting double lot into 2 separate

I have a house that is on 2 lots, we have 2 tax Bill's on this property. If I wanted to build another hose on half of the land do I have to get it zoned?

Has anyone done this?

It's in a c class neighborhood thats improving with rents in th 700 for a bd, and 800 for a 3 bd. Houses are selling close to 80k. Just wandering if I could build for under that.
