Permits/Apartment being Rehab

Hello BP Nation. I’m currently looking to work on my first rehab project and I have some question I know someone has experience with. There a apartment building on my mother property that hasn’t been Occupied in some time. Jus been sitting. So my thought is to get in there rehab it and rent it out. How do I go about getting it up to code? Do I get an inspector in there to see what has to be done or just an general contractor?? I want some type of idea what need to be brought up to code and fixed or replaced...
