electrical and plumbing connection

My house which is under construction is now ready for electrical, sewer and water service. I still have a few questions as follows. Any information will be very appreciated. FYI, I am from Indianapolis IN.

(1) I called indiana power & light (IPL) who is in charge of electrical connection in my area. The customer service guy told me that I have to have a TEMPORARY POLE by my house before I can schedule a connection service. What is exactly the TEMPORARY POLE he is talking about? I am confused. I have already had the overhead meter service box installed. I assume the only thing they need to do is to bring a meter and make the connection.

(2) Which department shall I call for connection of sewer and water? I assume that the plumbing connection has to be underground, then is it my responsibility or theirs to open the ground? If mine, do I need to rent a navvy?

Thanks
