What to build in a new construction home to maximize prop value

I am a general contractor in the Bay Area, CA. I currently own an 11k sq foot lot and plan to build a home on it. This is located in San Jose,Ca. How should I build the home to maximize property value? The lot is zoned R-1. It is also located east side san jose and the highschool nearby is James Lick High school. Does anyone have a estimate of how much it would cost to rezone my property to R-2? 11k is plenty of space to build a duplex. Is it even likely that I will get my property approved to be rezoned?
