Best way to develop commercial property

Would like to hear feedback from anyone who has done this before. What is the best way to develop multi use building. I am looking to develop a commercial strip on first floor and lofts/residential units on second floor. With possible roof top area to lounge. The land itself is worth about 75% of what I think would cost to develop the land. Obviously, I want to try and develop the land with a loan or use the land as collateral. Any advice would be appreciated.
