Mailing to Vacant Land Owners

I've identified some vacant land parcels and believe there may be an opportunity to acquire these lots for new construction opportunities. I was planning on writing a letter to these absentee owners with the hopes of them selling me their lot. Besides stating that I would like to buy their lot, what else should I include in my letter to make the chances of them responding higher. Also, are there any other creative ways to make contact with these owners that you would recommend.
