What do builders want?

Working on two developments in Southern Wisconsin.  I am putting together a list of builders (at different price ranges).  Ideally I'd love to have a spec home put up in each of the subdivisions.  What are some incentives to builders to put a spec home in to a subdivision?

Secondary questions:

What kinds of things to builders look for in a subdivision?  What do they look for in a developer?
