18 Unit Townhome New Construction Project in Taylorsville

Hey all, I'm working with my brother, who is a local general contractor/developer here in Salt Lake County.  He is going under contract on some land in Taylorsville and has concept plans put together to build 18 townhome units on this raw piece of land.  He is wanting me to get involved to market the sale of the properties.  

I'm curious to see what you all think about the best way to market this thing.  He is open to situations where we sell the concept to other builder/developers that want to build the townhomes and then rent them out themselves (or sell them off themselves).  My brother is hoping to build all 18 units, and sell all 18 units to an investor (or a few investors) that want to hold the rentals long-term.  He doesn't have too much interest in building these units out and then selling them separately as individual homes to everyday buyers.  

Any suggestions on how to get this marketed and what makes the most sense for this situation?
