Any tips on SFH pre-development?

Hello everyone,

I have recently acquired several SFH Lots in florida with an area of 10,000 -14,000 sqft. and plan on doing Pre-development to then exit by selling to a contractor, wholesaler, homeowner or investor (i will not take on the construction phase). In pre-development, I intend to create an attractive design that fits the neighborhood, submit plans to the city and have all the approvals at hand to begin construction. The lots are in an area where comps for the type of house we want to proyect go from 350k to 600k. This said, i would appreciate any insight regarding 2 topics:

1- How do I value the property after i have completed Pre-development? How do i know how much the value i added to the property is worth?

2- how much should i expect to spend on permitting and architects?

I would also appreciate any tips that I should consider. This is the first time I try this.
