10K-15K for civil engineer for 2 story ADU in Los Angeles?!

An architect told me that the civil engineer services (for grading and low impact development/stormwater management) for building a 1000 sq ft 2 story ADU in Los Angeles would be $10K-15K. Does that seem reasonable?

My lot is flat and 'unremarkable', btw.

I do this work in SD...it's $5K minimum for just about any project, and for what you're talking $10K is about as low as I could possibly get the scope/fee. That said I'm sure there's someone out there that works out of his garage and is 100% referral based clientele and can do it for less, but that's not going to be your standard fee.
