Highest and best use of vacant lot

My husband and I own a rental property in Ohio.  The deed also includes a parcel behind the home which is .41 acres.  The parcel is land-locked.  I am trying to figure out if we could pour a driveway to the parcel and build a duplex on the parcel.  Any other ideas on what to do with the land?  The neighbor wants to buy it to build a shed on it, but his offer is extremely low and I'd rather not sell it until I know what I can do with it.  Where would I start?  We don't live in Ohio, we are long-distance investors.

have to be careful in the mid west  cost of new construction is usually greater than what you can buy an existing rental for. wont pencil.
