Am I a babysitter or a landlord???

Am I the only one who feels like a babysitter at times? We own a 6-plex apartment building and lately I feel like all I do is manage the squabbles between tenants. Our parking lot is very small and only allows for one car per unit. This is clearly laid on in the lease and tenants have been repeatedly told where any guests can park. Nonetheless, I've received 4 separate complaints this weekend alone about people parking in other's spots and guests in spots. No one seems to own up to it and I have no idea how to correct this...charges? penalties if this continues to be a problem?? Any suggestions? Also I have one guy whose alarm is apparently insanely loud and it wakes up others in his side of the building. This weekend he was out of town and it still went off for over an hour at 5:30AM. It's all about respect and being considerate of others, but I don't know how to communicate that to adults who clearly aren't seeming to understand. Help please! Thank you!
