Cost to submeter or install new shutoff valve

Im looking at an apartment complex and per the current property manager, the entire complex is on one master meter. I'm curious about the cost of submetering, or at a minimum install new shut-off valves so that when I have a plumbing issue I'm not killing the water to all the units at once.
