Commercial Pre Approval

HI! There is a property that I am very interested in and would like to view.  It has 5 housing units and some rv pads.  The owners are requiring pre-approval in order to even schedule a viewing.  I have never purchased a commercial property so I may wrong on everything but is it not a commercial property being over 4 units? And how can I get a commercial pre-approval when it is based on the property itself and I have no information about it?  Thank you in advance for all information and advice!

@Jonathan Klemm, @George Skidis  Thank you! It is in Florida and in an area that we have been looking at for awhile. I will double check with the area about the rv pads. Other ones we looked at we were told were godfathered in, but yes ,I should definitely check with the local government offices. I appreciate all the advice!
