Plans for un-permitted ADU in San Diego County (Oceanside).

I have a 4-plex that had the single car exterior carport converted into an un-permitted ADU in Oceanside CA. Does anyone have a reliable contact to do drawings, engineering study and submit to the city for permits? Also, I would be interested in contractor referrals to perform modifications to code etc. Thanks in advance!

If you plan to refinance soon, refinance prior to permitting the 5th unit.  Fannie/Freddie financing is typically better terms (but probably more effort) than a commercial loan.  5 units places the property in the commercial unit count.
