Apartment Roach Infestation

We recently purchased a 16 plex broken into two 8 plex buildings, completely full with tenants. One of the buildings has an infestation of roaches and we believe it has spread to the other building as well. We want to improve the living situation for our tenants and get rid of the infestation, however, the tenants are not the cleanest and we fear the infestation will not go away with them living there. 

We are considering giving a 30 day notice to vacate to the tenants in one of the buildings (None of the tenants in the building currently have leases.) so that we can get the building treated and renovated to completely get rid of the infestation. 

Does anyone see an issue with giving the 30 day notice to vacate, especially with the COVID restrictions? Should we do one or both of the buildings?

Any input or suggestions would be greatly appreciated!
