Multifamily apartment developer builder

If the local housing and rental market cannot meet the demand for existing single or multifamily,

are there investor/developer/builders looking to pick up parcels of land in developed areas that are not reaching their highest and best use, then build multifamily?

I'm looking at the Boise area where some half acre - 1+ acre parcels sit with time capsule older homes that declined while surrounding area developed.

Do we have BP land buyers/builders who can lay out investment strategies for these little gems?

@Julie DeWolfe Arroyo of zoning will approve it as long as numbers are right you can tear it down and build multi family.
