Have 2 duplexes with water bill problems

I have a duplex that that has one water meter. We are having a problem with high water bills. What is the best way to separate the meters ?

Matthew hit the nail right on the head. Alot of the old duplexes I worked in over the years where people had the same problem it usually wasn't viable. When they saw the price of re-piping. 

work on finding the cause of your water usage. Food coloring in toilet tanks are a good way to see if flappers are leaking on toilet. Look to see if any bathtubs are bypassing water or any faucets etc. It doesnt take a large leak to make a water bill high.
