Reverse mortgage on a duplex

So this is kind of a crazy story so bare with me. Also ALL advice is appreciated! The property in question is in Newark NJ. 

So my sister who is widowed just found out that her husbands brother signed over a duplex to him for $1 before his passing away about 4yrs ago. 

There are a couple moving parts going on here 1st someone purchased the tax lien on the property. I dont think thats a big deal as we are prepared to pay that person.

The more complex matter is that there is a reverse mortgage on the property. Has anyone ever had to deal with a a reverse mortgage before? Any advice would be great
