Multi-family rental: Usage based charges

Hello Mates,

In the leasing of multi Family Units, I am assuming, most of the Units these days are equipped with Meters for Utilities making the Tenants responsible for Usage and Payments. 

Is this a fair assumption or we still see others follow the old school, maintaining the sub-meters and charging the Customers for Usage as an additional billing item.

Could you please throw with a percentage of old school billing on an average? We are working on a prototype and this immensely helps.
