NH Legal 2 Family but 3 Units?

Hi everyone,

Does anyone know what the process is like to convert a 2 family home into a 3 family? I viewed a home that has three full units but online it says the town only views it as 2? I am currently in NH and I'm sure the regulations and legal stuff is different everywhere but does anyone have an idea of how that would work and if so is it extremely difficult?
