10 Unit Multifamily Utility Dividing

I have a lead on a 10 unit studio apartment complex and upon further digging, the landlord pays all electricity, gas, and water. I know there are ways to meter water but has anyone sub metered gas and electricity?

Rents are currently $525 but all the utilities are included which cuts heavily into cash flow. If I can increase rent by $25 and then have the utilities be paid by the tenants, this will be a very very good deal.
