Building a modular home in a historic district

There is a building, we'll not really a building, but the front part of the building and nothing else. It was in a fire, and the fire department or city basically demoed the entire building aside from the front part. You can actually look through the boarded up windows and see grass; I.E. no structure. The historic society will basically give it to us to rebuild, but we MUST keep the front part as is because it is a "historic building".  They will also give us some money to build it as well. About 150k. I was thinking of putting a modular home in place and just attaching it to the current foundation due to money constraint and such. We can do whatever we want, except change the face of the building. They will also throw in 10 years of tax credits to sweeten up the deal.

The only way I can think of building this building is through a modular home. What do you guys think? Does anyone know of any companies which would take on this job? I'd like to have 3 - 4 apts made out of this building. We just did a rebuild on another building and it cost around 300k. So I know building a building from basically scratch will not be cheaper.


Open to ideas.
