Empty basement, what to do with it

I may be getting a potential 8 unit apartment with a basement.  It's currently empty but I'm curious to see what people here would do with it.  There is a provision for an extra power meter to be added.  Building is not sub-metered for water and there is no gas.

1. Add washer/dryer for extra income.  But this will cause water bill to go up

2. Add another one bedroom unit?

3.  Add an office to start my own property management for this 8 unit and my other properties?

4. Potential storage units, area is C but has potential to transition to C+ or perhaps B later on.  I'm guessing C class tenants won't be interested in paying extra for the storage?

A coin operated washer and dryer should pay for any increase in water or electricity and would most likely attract a better tenant class
