Building multi-family property with an FHA Loan

Hey y'all! My partner and I were wanting to use an FHA loan to acquire a 4-plex so my wife and I could owner occupy that property. We really have our eyes set on a 4-plex because the numbers work a lot better than a duplex in most cases, however really nice 4-plexes in great areas are hard to come by in the area in which we want to invest. My question is can you build a 4-plex using an FHA loan? And if so, is the process and regulations different than a normal property that is already existing?
