City-county-state disagreement about the number of units on CoO
I bought a building in 2012 that was 4 units, including a legal basement apartment. I checked on the county tax website and saw it was listed as a 4U. It had the state issued "green card" as a 4U. Last year I appealed the tax and during the process the listing was edited and changed to a 3U!! When I was at the hearing I asked what that was about and the city attorney said why did I trust the county documents rather than check with the city!! (the county, which collects the tax, has theirs online and the city does not) So apparently the county edited their info at the request of the city.
So now I don't know what to do. I have a feeling my attorney let me down in the due diligence.The state of NJ believes it's a 4U since it inspects that apartment. I'm not selling anytime soon, so I'm tempted to do nothing that might bring down any type of enforcement, but I'd like to resolve this. Does anyone have advice based on experience with this kind of nonsense? Which govt level is actually keeper of the CoO?
