Townhome conversion San Antonio

I'm an investor in San Antonio that has previously only done SFR deals and am interested in townhouse development. Specifically, I am looking at a dilapidated 4-unit single story "apartment" building that I want to add a second story to and convert to 4 townhouses or condos. Currently the property is zoned MF. Here are my two questions... 1) Has anyone done this in Texas, and where do I start in regards to zoning regulations to make sure I can split this up into 4 separate units? 2) Would I be able to use a 203 for funding, then split the properties after the fact, assuming I'd stay in one of the townhouses for at least a year? Tony. Certainly not my area of expertise - suggest you isit with SA City Planning & Zoning and just ask questions. You'll gain some insight into what the City Might consider.
