What are the best ways to find a commercial tenant in a low foot traffic area? 

Typically my company has 20 plus apartments above a commercial space in the Philadelphia area, What is a successful process when figuring out who should be in a space?

Looks like Joel is the expert.

My first thought was to look for businesses who don't rely on foot traffic passing by ... Attorneys, accountants, architects, consultants, contractors, niche services and retailers, ...
