Can you change single house to multi family in Montgomery County MD?

Hello awesome BPs 

I am in the process of buying a SFH in montgomery county MD. The house has a bit of potential for rental as house Hack as we are planning to live in the upper part and rent the basement.


My questions is, is that possible to convert the basement into 1Bed 1Bath, with over in the kitchen and shower? The shower is already there, the one thing I am not sure is about the oven to put it in the basement. I believe that will make it a multi-unit family. Also, if there is not HOA in the community, am I allowed to make modifications on the house in the process of changing it to multi-family?

Convert to multifamily....No.

Add an ADU...Maybe. Depends on the specifics of the property.
