Private placement memorandum attorney needed for Multifamily development in Columbus

We are getting ready to build a 24-48-unit building for our first project in Columbus. I'm looking for someone who has created a fund and put together all the paperwork with an attorney or knows an attorney who can help with the syndication model for development. Has anyone done this around Ohio or in Columbus that could recommend someone? I was quoted $25,000 today from a large law firm and wondering if that's the going rate just to get these set up.
