converting HAP to market rent

Does anybody have experience converting a property under the HAP program to market rent?

I am looking at a 40 unit in Independence, MO. It is under HAP program. I heard it takes 1 year to convert HAP to market rent and very expensive to do.

How much is "expensive"? What is the biggest challenge about  converting a property under the HAP program to market rent?
