$251,076.50 worth of citations and liens in South, FL

Hey guys, I am a new investor here in Miami, FL and I have recently found a home zoned for multifamily with a efficiency in the yard with great rental potential. The down side is the property has about $251,076 in liens and I am not sure how much of the actual structure we can salvage. Renovated as a multifamily the ARV is definitely at about $340,000 give or take.

I know it seems like a great deal to take on for my first deal however, I would love to get feed back on the likely hood of being able to negotiate the liens down with the county. Has anyone dealt with this type of property in South, Florida before.
