pre-foreclosure verse pre-foreclosure auction

I am seeing both pre-foreclosure as one heading and pre-foreclosure auction as another, are these the same thing, or do they have 2 different meanings?

Hi. I am a broker and I have also seen properties in our County tax roll showing as "pre -foreclosure" meaning that the Notice of Default has been filed and "pre-foreclosure / auction " meaning that the Notice of Sale has been filed. I suppose that every State, County and site may have different meanings for the same words.
